The panel will address how to reconcile Cap-and-Trade eligibility with CEQA requirements, especially in light of the Attorney’s General’s amicus position in the World Logistics Center appeal. Discussion will also cover other climate change-driven CEQA challenges in the development process, including energy and GHG impacts. Panel will consider potential impacts of World Logistics Center and review recent CEQA litigation/court decisions, and discuss how lead agencies and developers are adapting their CEQA compliance programs in response.
